Merge changes from topic 'webp-thread-update'

* changes:
  vpx_thread: use CreateThread for windows phone
  vpx_thread: use WaitForSingleObjectEx if available
  vpx_thread: use InitializeCriticalSectionEx if available
  vpx_thread: use native windows cond var if available
