Fix celt decoder assertion when using OPUS_CUSTOM When using OPUS_CUSTOM, `CELTDecoder->end` can be larger than 21. Assert against 25 instead in OPUS_CUSTOM builds. Signed-off-by: Jean-Marc Valin <jmvalin@jmvalin.ca>
