Fix jbig2_image_set_pixel function prototype

The declaration of jbig2_image_set_pixel was differenct between
jbig2_image.h and jbig2_image.c (int value vs bool value).  And
prevented compiling it by MSVC comiler in C++ mode.
This patch fixes it.  Bug #691461.
